Position Summary
Business Technology Integrators (BTI) is seeking an experienced Sr. Program Manager to support the U.S. Food and Drug Administration (FDA) in Washington, DC.
The Program Manager will be responsible for managing contract performance, personnel, resources, communications, and deliverables across multiple task orders and locations. This individual will direct and coordinate a workforce of 60 or more employees and serve as a primary point of contact for FDA Contracting Officer’s Representatives (CORs) and Task Order Program Managers (TOPMs).
The successful candidate must possess significant federal project management experience and demonstrated knowledge of contract analysis, contract compliance, document processing, database management, and records management.
Roles and Responsibilities
- Provide overall program and contract management across multiple FDA task orders and locations.
- Direct, manage, and coordinate a workforce of 60 or more employees.
- Coordinate personnel, resources, schedules, activities, and priorities across all assigned task orders.
- Monitor contract performance and ensure compliance with contract requirements.
- Perform and oversee contract analysis and contract compliance activities.
- Ensure work is performed in accordance with the Federal Acquisition Regulation (FAR) and applicable agency-specific contracting requirements.
- Oversee activities related to document processing, database management, and records management.
- Serve as a key point of contact for FDA CORs and TOPMs.
- Maintain effective and professional communication with FDA representatives and other contract stakeholders.
- Ensure timely responses to all FDA communications, questions, requests, and action items.
- Prepare and deliver formal written reports, program status updates, and other required contract deliverables.
- Monitor the status and completion of deliverables across all task orders.
- Ensure contract reports, communications, and deliverables are accurate, complete, and submitted on time.
- Identify and address staffing, resource, performance, compliance, and contract-delivery issues.
- Coordinate activities among employees, task-order leadership, contract personnel, and FDA stakeholders.
Minimum Requirements
- Bachelor’s degree in one of the following disciplines:
- Technical discipline
- Business
- Information management
- Records management
- Closely related field
- Minimum of 10 years of project management experience in a federal environment.
- Demonstrated experience managing a workforce of at least 60 employees.
- Experience directing, managing, and coordinating personnel and resources across multiple task orders and locations.
- Demonstrated knowledge of:
- Contract analysis
- Contract compliance
- Document processing
- Database management
- Records management
- Federal Acquisition Regulation (FAR)
- Agency-specific contracting requirements
- Proven experience preparing and delivering formal written reports, status updates, and other contract deliverables within a federal contract environment.
- Demonstrated ability to communicate effectively with federal CORs and TOPMs.
- Ability to ensure timely responses to communications and timely completion of deliverables across all task orders.
- Strong leadership, coordination, organizational, written communication, and verbal communication skills.
