Position Overview
The Senior Software System Engineer serves as a senior technical lead supporting the Department of Energy's Facilities Information Management Systems (FIMS) program. The position is responsible for the design, development, implementation, enhancement, and maintenance of enterprise-level software systems supporting DOE real property asset management and facilities data reporting requirements.
This individual will design and implement IT systems to meet business and mission needs, develop and maintain software applications, support infrastructure operations, conduct system analysis and design activities, and provide technical leadership for FIMS modernization efforts. The Senior Software System Engineer serves as a primary technical interface with DOE stakeholders and site personnel to define requirements, establish priorities, resolve production issues, and support enterprise-wide FIMS initiatives.
Key Responsibilities
- Design, develop, implement, and maintain enterprise IT systems and software solutions supporting DOE Facilities Information Management Systems (FIMS).
- Develop code, test software functionality, and implement system enhancements utilizing multiple programming languages and development frameworks.
- Lead subsystem design efforts and participate in enterprise system design and modernization projects.
- Interface directly with DOE customers, stakeholders, and site personnel to gather requirements, establish priorities, and define technical solutions.
- Analyze, troubleshoot, and resolve production issues affecting FIMS applications, databases, and infrastructure environments.
- Lead and support business process studies, technical assessments, and feasibility studies related to FIMS enhancements and modernization initiatives.
- Develop technical documentation, system specifications, implementation plans, and operational procedures.
- Support software release management, configuration management, and change control processes.
- Provide technical leadership and mentorship to development and engineering teams supporting FIMS operations.
- Ensure compliance with DOE policies, standards, cybersecurity requirements, and enterprise architecture guidelines.
Must Have Extensive Technical Knowledge to Perform the Following:
- Ability to develop code, test, and implement software changes utilizing multiple programming languages in support of FIMS applications and associated systems.
- Technical expertise to lead and conduct system design projects, including requirements analysis, architecture development, and solution implementation.
- Enhance, maintain, and support FIMS informational websites and web-based applications.
- Thorough understanding of the FIMS database schema to perform detailed year-end data analysis, database development activities, and generation of Department of Energy reports.
- Extensive knowledge of RS Means construction cost data and its application to facilities management and asset reporting.
- Provide hardware and software infrastructure support, including installation, configuration, maintenance, and administrative functions for all FIMS servers and associated environments.
- Lead and conduct FIMS data validation activities and site assessments across DOE facilities to ensure data accuracy, completeness, and compliance with DOE reporting requirements.
- Support database optimization, performance tuning, data integrity validation, and reporting functions.
- Provide technical support for application integration, data migration, and system interoperability efforts.

- DOE Order 430.1C — Real Property Asset Management Order.
- DOE Real Property Policies and Procedures.
- User Interface (UI) design principles and best practices.
- Facilities management principles, methodologies, and industry metrics.
- Independent facilities data validation processes and methodologies.
- Real property inventory management and reporting requirements.
- Facility condition assessments and asset lifecycle management.
- Construction cost estimating methodologies and cost modeling practices.
- Data governance, data quality assurance, and enterprise reporting standards.
- Web technologies and enterprise application architecture supporting facilities management systems.
Required Qualifications:
- Bachelor's degree in Computer Science, Information Systems, Software Engineering, Engineering, or related technical discipline.
- Minimum of seven (7) years of experience designing, developing, implementing, and supporting enterprise software systems.
- Experience supporting federal government IT systems, preferably within the Department of Energy or other federal civilian agencies.
- Demonstrated experience with software development lifecycle (SDLC) methodologies, system engineering principles, and enterprise application support.
- Experience with relational databases, data analysis, and reporting environments.
- Strong analytical, troubleshooting, and problem-solving skills.
- Excellent written and verbal communication skills with the ability to interact effectively with technical and non-technical stakeholders.
Preferred Qualifications
- Experience supporting DOE Facilities Information Management Systems (FIMS).
- Experience with DOE real property management programs and reporting requirements.
- Knowledge of federal facilities management systems and asset management practices.
- Experience with enterprise web application development and maintenance.
- Experience supporting large-scale federal database and reporting environments.
- Familiarity with DOE site operations and facilities management organizations.
- Experience supporting enterprise server environments and infrastructure administration.
Desired Certifications
- Certified Software Development Professional (CSDP)
- Microsoft Certified Professional (MCP) or equivalent
- Project Management Professional (PMP)
- ITIL Foundation Certification
- Relevant database, cloud, or systems engineering certifications are highly desirable.
This position requires a highly experienced technical professional capable of serving as a senior engineering resource for the Department of Energy's enterprise Facilities Information Management Systems environment while supporting mission-critical real property asset management operations across the DOE complex.
